D. Jeffrey Hirschberg became affiliated with the Kalorama Firms in May 2004. Mr. Hirschberg is Vice Chairman of The Northeast Maglev, LLC (TNEM), a firm focused on high-speed transportation. Previously, Mr. Hirschberg directed the Corporate Responsibility Practice of the law firm Howrey Simon Arnold & White. Mr. Hirschberg served as Vice-Chairman of Ernst & Young for Public Policy, and a Partner in its Legal Department (1987-99). Mr. Hirschberg represented E&Y, corporations and individuals before Congress, the DOJ, the SEC and regulatory bodies; he helped draft and secure passage of the Private Securities Litigation Enforcement Act of 1995 and of the Foreign Corrupt Practices Act of 1977. At the nexus of policy and politics, his career includes thirty years of strategic advice, crisis management, government affairs and parallel proceedings counseling and lobbying, including representing organizations and individuals before the Administration, as well as Congressional oversight committees. He also has represented organizations seeking legislative relief and companies seeking funding through the Congressional authorization and appropriations processes.
From 1972-80, Mr. Hirschberg was Special Counsel to the Deputy US Attorney General, Deputy Chief of the Criminal Division’s Special Litigation Section (defense of national security related issues), and a Senior Trial Lawyer in its Fraud Section. Earlier, he served as an Assistant US Attorney (1972-75).
Mr. Hirschberg was a Governor of the U.S. Broadcasting Board of Governors, which directs all non-military U.S. international broadcasting (2002-10). He was Director of the US-Russian Investment Fund (1997-2002, appointment of President Clinton), Director of the US-Russia Business Council (1995-2013), Director of the US-Russia Center for Entrepreneurship (1998-2004), and a member of the Board of Advisors of Business Law Inc.’s Foreign Corrupt Practices Act Reporter (1980-2001).
Mr. Hirschberg received his B.S. degree from the University of Wisconsin (1967) and his J.D. degree from Marquette University Law School (1971). He has been a director of various corporations and charitable entities and a frequent lecturer.
