D. Jeffrey Hirschberg

D. Jeffrey Hirschberg joined Kalorama Partners in May 2004.  Prior to joining Kalorama, Mr. Hirschberg directed the Corporate Responsibility Practice of Howrey Simon Arnold & White.  Previously, Mr. Hirschberg was Vice-Chairman of Ernst & Young for public policy and a partner in its legal department. Mr. Hirschberg represented E&Y, corporations and individuals  before Congress, the DOJ, the SEC and regulatory bodies; he helped draft and secure passage of the Private Securities Litigation Enforcement Act of 1995 and of the Foreign Corrupt Practices of 1978.  At the nexus of policy and politics, his career includes thirty years of strategic advice, crisis management, government affairs and parallel proceedings counseling and lobbying, including representing organizations and individuals before the Administration, as well as Congressional oversight committees, examples of which Ernst & Young, LLP, and a vice chairman of Enron Corporation before the House and Senate Banking committees.  He also represents organizations that seek legislative relief and companies seeking funding through the Congressional authorization and appropriations processes.

From 1972-80, Mr. Hirschberg was Special Counsel to the Deputy US Attorney General, Deputy Chief of the Criminal Division’s Special Litigation Section (defense of national security related issues), and a Senior Trial Lawyer in its Fraud Section.  Earlier, he served as an Assistant US Attorney.
 
Since 2002, he has been a Governor of the US Broadcasting Board of Governors (appointment of President Bush), which directs all non-military US international broadcasting. He was Director of the US-Russian Investment Fund (appointment of President Clinton), Director of the US-Russia Business Council (ten years), US-Russia Center for Entrepreneurship, and a member of the Board of Advisors of the Foreign Corrupt Practices Act Reporter.
 
Mr. Hirschberg received his B.S. degree in 1967 from the University of Wisconsin and his J.D. degree in 1971 from Marquette University Law School.  He has been a director of various corporations and charitable entities and a frequent lecturer.  His practice concentrates on advising corporations, their officers and directors, as well as Sovereigns, on their appropriate course of conduct.
